After a gated residual submit, a Residual Evidence Artifact (REA) is created. It records verified, documented residual execution (optical, telephony, evidence, quality) bound to a declared baseline.
Declared baseline (bind before or after runs)
Baseline is declared, not calculated by the tool. Every REA carries the baseline it is compared against. This is what turns “I flew the rocket” into mission counter-numbers.
